I have a website that I would like to promote in the U.S by mass/Bulk email marketing. That is I would like my website URL to be sent to thousands even millions of people email addresses. Please advise most reputable and trusted companies that provide such services with NO SPAM.

What you described IS spam. No reputable company sends spam messages. Try some other way to advertise your site.
